What a "government order" actually is
Most rule changes for Central Government employees arrive as an Office Memorandum (OM) or circular — a short official letter with a file number, a date, and dense bureaucratic language. The trouble is that a two-line OM can change your pay, leave or pension, and it is rarely written for easy reading. This section translates each one: what the order says, who it applies to, and what actually changes for you.
Who issues them
Three offices produce most of the orders that matter:
- DoPT (Department of Personnel & Training) — service rules, leave, promotions, MACP, seniority, conduct.
- Department of Expenditure (Ministry of Finance) — pay, DA, allowances, and the big Pay Commission notifications.
- DoPPW (Pension & Pensioners' Welfare) — pension, family pension, commutation and DR.
Railways, Defence and other ministries issue their own parallel orders for their staff.
The order types you will see most
DA revision OMs (twice a year), pay-fixation and increment clarifications, MACP and promotion rules, leave and LTC circulars, and allowance revisions. Each usually ties to a tool on this site — for example a pay-fixation order maps to the pay fixation calculator, and an MACP clarification to the MACP calculator.
How to read an order safely
Check three things: the effective date (when it applies from), the applicability (which grades or dates of appointment it covers), and whether it supersedes an earlier OM. When in doubt, the file number lets you trace the original on the issuing department's site.
