What the CSD Canteen Smart Card is
The CSD Canteen Smart Card is the personalised card issued to serving and retired defence personnel, defence civilians and eligible dependents. It lets you buy subsidised grocery, liquor and AFD (Against Firm Demand) items from CSD depots and URC (Unit Run Canteens), with every purchase counted against your entitlement.
Monthly grocery and liquor limits by rank
The monthly ceiling combines a grocery limit and a separate liquor card limit:

The liquor (IMFL) bottle quota
Within the ₹2,500 liquor limit, the monthly IMFL bottle quota is:
- Officers: about 10 bottles
- JCOs: about 7 bottles
- Other Ranks: about 5 bottles
The relaxed rules you should know
Two recent changes make the card far more convenient:
- Any URC: beneficiaries can now buy grocery and liquor from any URC canteen, not only their home unit's.
- Two months in one: you can draw up to two months' supply of grocery and liquor within a single month — useful when you can't visit the canteen every month.
Tips to make the most of your entitlement
- Plan around the monthly reset: unused monthly limits do not always carry forward, so spread big purchases across months rather than losing entitlement.
- Use the two-month rule: if you can't visit often, buy up to two months' grocery and liquor in a single trip — handy when you're posted far from a canteen.
- Split grocery and AFD-II: everyday grocery comes from your monthly limit, while AFD-II items (small appliances) have their own annual budget — don't mix the two when planning a big buy.
- Purchases follow the card: the entitlement is tied to the card, so buying must be done by the cardholder or an authorised dependent carrying it.
- Keep the card active: report a lost or damaged card quickly, as a blocked card stops all grocery, liquor and AFD purchases until it is reissued.
Used well, the monthly and annual limits add up to a meaningful saving on household spending over a year.
